Although I have never done it, I'm ok with the policy that as long as the pet is small, fits in a carrier and fits under the seat for take off and landings, the pet should be allowed to ride. I've only been on one flight where you could hear the cat/dog/whatever, and he was barking from the cargo hold. (Puddle jumper aircraft.)

Unfortunately, aircraft seats keep getting smaller and smaller, so you are never quite sure a carrier will fit. I have seen my fair share of oversized purses, etc. not checked because of the ridiculous bag charges. This lack of room in the cabin is as much the airlines' fault as anyone else's.

As for the poor pup put in the overhead bin, I can only speculate that there wasn't enough ventilation to keep him cool and he overheated.

My son just returned from the Netherlands with someone who returned home with a dog.

My understanding is that you rare required to have a dog carrier that will fit under the seat in front of you. The dog carrier needed may vary depending on the particular airline. From what I have read, the dog carrier would not fit under the seat. The ticket agent was supposed to check and deny them from boarding.

There is also a place in the rear of the plan that can sometimes be used if dogs are shipped without a person present. My son got one of his dogs that way. We picked her up in a special baggage claim area.

I fly with my dog. I like to have her with me. I do not scam the system by calling her an emotional support animal. I fly with her under the seat in front of me, pay the fee, and even though she would rather be in my lap, she's on the floor. Kudos to Delta who recently noticed the aircraft for my upcoming trip would not accommodate her carrier and switched us to another flight with no charge for changing. I rather think the passenger who had her dog die by putting it in an overhead bin was at fault instead of the airline personnel. Airline personnel would never allow such a thing. I bet the passenger paid for two seats, and had too much personal baggage to fit under the seats in front of her and her daughter and put that poor dog in the overhead. Sad, sad, sad.
