COVID is still bad because the prevention measures are still not good enough to address the transmission of COVID because it has a much higher R-naught value than the flu. Yes, one has to look just a tiny bit deeper into an apparent contradiction to see the truth. Your two points about prevention measures and R0 values are what I would emphasize.
