Is the goal to basically have zero instances of FL at the low pressure?
No, that's an unrealistic expectation.

pugsy is spot on, though it pains me to say it. I know OP wants to titrate to perfection, but zero isn't what you should aim for. for many years, I chased zero. but it only came up every now and then. nowadays i'm aiming at an ahi of 2 or less as that seems to be what I can realistically achieve.
people say i'm self absorbed.
but that's enough about them.

So, based on that things are looking pretty good. My instinct is to just leave it alone, and take some time to get more use to the whole situation. But earlier in the thread they were recommendations to up the min pressure even further - so I'm trying to learn the nuances of how to make that decision.
